Ayd Mill Road Green Party of St. Paul Resolution - May 2008
Whereas the city council and the Coleman administration maintain that the preferred alternative for the project is the two lane extended to St. Anthony as determined by the city council in April 2000,
Whereas the federal environmental impact study failed in its most basic purpose which is to study the preferred alternative,
Whereas the federal environmental impact study recognizes the Ayd Mill Corridor as an important north/south link for bicycle infrastructure, yet does not provide bike lanes between Marshall and Selby,
Whereas the implications of the CP Merriam Park alignment of commuter rail in the corridor were not considered in the federal environmental impact study.
Whereas the federal environmental impact study erroneously asserted that the Ayd Mill study area is located in a "fully developed area of St. Paul", with the likely result being the underestimation of induced traffic,
Whereas the federal environmental impact study failed to publish and evaluate data collected during the 18 month extension of the field test, June 6, 2003 through December 6, 2004,
Whereas the federal environmental impact study denied public participation in the form of the Ayd Mill Road Task Force as assured in the draft environmental impact study,
Whereas the two lane alternatives eligibility for federal funding is questionable,
Whereas the configuration of the two lane alternatives north of Selby remains unresolved,
Whereas the Central Corridor Light Rail and the Central Corridor Development strategy have dramatically altered the transportation and development landscape in the study area.
Be it Resolved the Green Party of St. Paul supports reconvening the Ayd Mill Road Task Force and conducting comprehensive review of the two lane extended to St. Anthony alternative to properly complete the environmental impact study.
